Bajwa demands major issues for debate during 16th Vidhan Sabha Session, writes letter to Speaker

CHANDIGARH: Leader of opposition in the Punjab Assembly, Partap Singh Bajwa on Monday writes letter to Speaker Sardar Kultar Singh Sandhwan, to demanded major issues for debate during16th Vidhan Sabha Session.

 

He wrote and said by statement.

“Through official communication from the Vidhan Sabha Secretariat, it has transpired that the Third (Special) Session of the 16th Punjab Vidhan Sabha, at Vidhan Bhawan, Chandigarh, has been summoned under orders of the Governor of Punjab”.

The Parliamentary Affairs Department in its communication to the Secretary, Vidhan Sabha mentions, as media reports suggest, the state government proposes to take up legislative/government business which, inter alia, includes burning issues of GST, stubble burning, power scenario etc for consideration of the state legislative. Further, a mention has also been made that in addition, business on different issues as per notices received from the members may also be taken up during the session as per the relevant provisions and Rules of Procedure and Conduct of Business in the Punjab Vidhan Sabha, he added in a letter.

Accordingly, I am sending you herewith a list of issues of urgent public importance meriting deliberations on the floor of the House for your perusal, which should be included for consultation and decision in the Business Advisory Committee to make full use of this opportunity for the benefit of the people of Punjab, he said in a statement.

 

Major issues for debate during the session

Discontentment over dithering and ambiguous stand of the Government on SYL dispute with Haryana.

Discontentment on Sacrilege issue, Bargari and Behbal Kalan and firing incident at Kotkapura.

Law and Order situation is of serious concern given a growing number of threats from anti-social elements. Really disturbing are ads for online recruitment of gangsters by the anti-social elements.

Guarantee of payment of ₹ 1000 per month to each woman in the state.

Growing discontentment over unemployment amongst youth while under-hand recruitment is going on against all statutory requirements of domicile and having passed Matriculation with Punjab and the candidates from outside states are being recruited stealthily.

Threat to national security due to failure of the Government over illegal mining.

NGT SLAPS FINES OF ₹ 2180 CRORE on Punjab for failure to comply with the guidelines of solid waste management. Cause of concern for the health of people of Punjab.

Unabated stress-related Deaths of Farmers’. No tangible difference on account of the lack of serious government efforts.

There is a great hue and cry due to the non-availability of construction material at reasonable rates in the absence of clear-cut policies on mining.

Stunted growth of rice also called “Dwarf Disease” in Majha and Doaba regions is worrisome for the already stressed farming community and needs debate in the House. 

Failure of the government in controlling CORRUPTION since its ministers and MLAs are daily being exposed on social media. The Government has failed miserably to maintain probity in the public.

MSP OF MOONG crop was fixed at ₹ 7275/- per tonne by the Centre and promised by the AAP Government on 6th May, 2022. The crop was sold between ₹ 4000-4200 per quintal.

On 77000 acres Moong crop was sown. However, there was 11% government purchase and 89% by private agencies due to distress sale. No payment has been made to the 89% of farmers who sold the moong in a distress sale.

Even the AAP Government had promised 1500 per acre to farmers if they take to Direct Sowing of Rice (DSR) to save groundwater. The total area under DSR was 77000 acres this year. However, no payment has been made.

PINK SUNDI: No compensation for damage to the cotton growers in the Malwa region for loss due to pink bollworm (Pink Sundi) has been made.

LUMPY SKIN DISEASE: According to data provided by the state’s animal husbandry department, total of 1.26 lakh cattle have been affected by lumpy skin disease (LSD) while more than 10,000 animals have died so far because of the infectious disease. However, the Punjab Dairy Farmers Association (PDFA) claims that more than one lakh cattle have died in the state due to LSD since July. Notably, LSD has mainly affected cows with several districts, including Fazilka, Muktsar, Faridkot, Bathinda and Tarn Taran, being the worst-affected areas in the state. The Department failed to take timely remedial measures.

Due to this disease, there is a 15-20% drop in the milk yield of animals. In the absence of any compensation, the farmers are feeling all the more distressed.

The farmers are left high and dry both by the Centre and the Punjab State government due to non-payment of compensation for Low Yield Of Wheat. There have been 50% less yield as compared to last year’s production. Even there was no relaxation for the shrivelled grain.

Recent heavy rains have worked havoc on the paddy growers in the State.
