- Sub Inspectors with local rank request DG to provide them a chance to join upper school course
- “Even constables with local ranks of ASI and inspectors have been allegedly heading police chowkis and police stations as SHOs with political patronage during the past 15 years in SAD-BJP and congress regime,” said a police officer withising not to be named.
- A constable passes lower to become eligible for the post of Head constable, then HC has to pass intermediate to be eligible for the post of ASI and ASI can be promoted as SI and Inspector after passing upper school, which is not regular.
- “I passed intermediate in 2012 and was promoted as an ASI, then got a local rank of SI, but even after 10 years, we are waiting for the upper school course so that we can get genuine rank of SI and inspector,” said one Palwinder Singh from Batala.
- Waiting for upper school, many police officers fear getting retired with actual rank of ASIs by 2025 though they have LR of SIs.
- “The officials of lower ranks have to be saluted by many seniors. Even registering a case of NDPS is also a problem for them,” claimed a source.
Faridkot: At least 6 dozens of local rank police officers from Batala (Gurdaspur)have claimed to have met the DGP Punjab on Monday to give them a chance to join and clear the upper school course so that they can get a permanent rank of the posting they have been deputed on.
The local rank is meaningless for us, they say.
“I had joined the police department as constable in 1989,passed the lower course in 1993 and was promoted as HC.In 2012, I cleared the intermediate and was promoted as Assistant Sub Inspector, but afterwards I got nothing. As per the rules of the department,one who has served as an ASI for about 6 years,he is deserved for promotion as SI, but it is a local rank. We get the salaries of the lower post and wait for the regular rank,” said a source in the police department lamenting the darkness prevailing in the police department.
“We have been working as regular ASIs in the department for about 8 to 10 years, but waiting for the upper school course so that we can get promoted as regular sub inspectors and inspectors. Now we have got the locals ranks of the Sub Inspectors, but actually we are withdrawing the salary of ASI and such is our status.Most of the officers among us would get retired by 2025 waiting for the upper school course,” reads the press note release by the six police employees on the whatsapp.
“We have met the DGP sahib in this regard and requested him to allow us to join the upper school course for which seats have not been allocated. If this course does not continue and no seats are alloted, most of our employees would get retired without any benefits,”said SI Palwinder Singh, deputed in the SSP office Batala, one of the signatory of the press note.
“There is complete darkness in the police department due to political interests. Even the constables have been allegedly in charge of the police posts,HCs are and ASIs with local ranks have even enjoyed the posts of the police station heads. They have been SHOs and SIs and want to be saluted by senior officers with much more experience. Politicians promote many junior officers to placate them for garnering votes. Badal Sahab promoted all constables to the head constables with locals ranks and again captain Sahib promoted all head constables to the ASIs with locals ranks. This is unfair and unjust. It badly affects the honest officers limiting their careers,” said a police officer withsing not to be named due to backlash.
"If such rules exist, why are all teachers not promoted as headmasters and principals,"questions the source.
Providing the locals rank in the police department is a bad trend in which the politicians and senior police officers, to whom the beneficiaries are very close, give them unfair benefits and post them on important postings such as SHOs, Chowki In Charges and at others and get their illegal works done, it is alleged.
“We can not speak against the department, but there is complete darkness, no transparency in the system. Some get too many unduly promotions as on local ranks and others, who are honest and committed to their work , get left behind. But politicians are more responsible for it. Senior officers know it already,” said a police officer withsing not to be named.
In Mansa,Pirtpal Singh, with local rank of inspector, who was actually HC, but was appointed CIA incharge was one of the several examples of this trend.
Pirtpal, now dismissed, jailed allegedly helped Deepak Tinu escape from police custody, who was an accused in Sidhu Moosewala murder case.
