A leaked copy of a file linked to Panchayat elections in Punjab shows that suspended IAS officers have been made scapegoats as it was signed by the chief minister Bhagwant Singh Mann and the panchayat minister Laljit Bhullar. It has signs of two IAS officers who have been suspended.
The suspension of both DK Tiwari who was the financial commissioner of Rural Development, and GS Khehra Director of Rural Development has created unease in the government.
The chief minister's office said that the CM and the minister only approved what officers had put on file and they were not informed that the due process before the declaration of elections and dissolution of panchayats was not followed by the officer.
Many officers claimed that two officers under suspension were only acting on the instructions of their political bosses.
