Anil Thakur, Chairman, Punjab Traders Commission, has been requested Punjab Finance Minister Mr. Harpal Singh Cheema and Chief Minister S. Bhagwant Maan to resolve the above issues of traders by formulating one time settlement policy as demanded by the trader community across Punjab in respect of long pending issues of traders class related to GST tax and VAT.
He said that this one-time settlement policy will benefit the traders as well as the government in the form of tax. He said that various businessmen have received notices for non-payment of VAT dues before GST and moreover with the advent of GST as well as abolition of old indirect tax systems in the form of VAT, Service Tax and Central Excise etc., many cases are going on in courts between businessmen and government during the old regime of state and central governments. The business community is also looking forward to the end of litigation, he said.
Chairman Thakur said that due to these lawsuits, while the business class is suffering financial and mental loss due to court cases, the revenue of hundreds of crores received by the state in the form of taxes is also stuck.
He said that in the past VAT assessment cases due to heavy tax demand due to non-supply of 'C' form due to purchase from dealers in other states had caused a lot of trouble to the dealers, in Punjab the dealers have taken delivery of the goods and It has been asked to pay a huge amount in the form of tax and interest for no fault of its own. Dealers are facing difficulty in collecting outstanding 'C' forms from dealers in other states. Chairman Mr. Anil Thakur said that O.T.S. With its implementation, there will be no loss to the government, but it will have a positive impact on the traders and this will lead to the prosperity of industry and trade in Punjab, as well as create new employment opportunities.
He said that the Punjab government had launched a one-time settlement scheme from January 15, 2021, for arrears under the Punjab VAT Act, 2005 and the CST Act, 1956, up to April 30, 2021. He said that it is again necessary to introduce a final OTS scheme to cover all pending cases before the Assessing Officers or Appellate Authorities under the Punjab VAT Act and Excise Act.
He suggested that an amnesty scheme may be introduced for payment of dues under the pre-GST indirect tax regime, with partial relief in tax due and full relief from interest, penalty and late fee, if any, and such One time settlement scheme will help.
Chairman Mr. Anil Thakur has expressed hope that the government will give relief to the business class by bringing such a scheme in the near future and Punjab will once again emerge as the number one state in the country.
