Deputy Commissioner Dr. Himanshu Aggarwal has issued strict directions to plot owners across the district
to clear garbage and waste from their vacant plots by July 10, 2025, warning that non-compliance will invite
stringent action.
Dr. Aggarwal, while divulging details, said that heaps of garbage and stagnant rainwater in empty plots pose
serious threats to public health as they attract harmful bacteria and insects, risking disease outbreaks, especially during the monsoon season. Issuing Magistrate orders under Section 163 of BNSS, Dr. Aggarwal has fixed the responsibility on plot owners to maintain cleanliness on their properties to protect public health.
He further directed that plot owners must construct boundary walls or fencing around their vacant plots to
prevent illegal dumping of waste. Government departments have also been instructed to clear garbage from their vacant properties, including unused pieces of land under their jurisdiction.
The Deputy Commissioner has directed the Additional Deputy Commissioner (Urban Development) and Municipal Corporation Jalandhar to enforce these orders strictly within their areas, ensuring immediate action against violators. He also instructed these departments to initiate recovery procedures against plot owners if government agencies are required to clean these properties after July 10, 2025.
Dr. Aggarwal emphasized that these orders have been issued purely in the interest of public health to protect citizens from diseases, particularly during the ongoing monsoon when vector-borne diseases can spread rapidly. He reiterated the Jalandhar Administration’s commitment to ensuring a clean environment and safeguarding the health of residents by taking firm measures against unhygienic conditions in vacant plots.
