JALANDHAR

To ensure animal welfare, Deputy Commissioner Dr. Himanshu Aggarwal today emphasized raising

awareness among animal owners about proper care during a high-level meeting of the District Society for Prevention of Cruelty to Animals (SPCA).

During the meeting held at the District Administrative Complex, attended by Additional Deputy

Commissioner (Urban Development) Jasbir Singh, Additional Deputy Commissioner (Rural Development)

Budhi Raj Singh, SPCA members, and officials from related departments, the Deputy Commissioner

instructed the Animal Husbandry Department to make animal owners aware that animals which have

stopped producing milk should be taken to gaushalas instead of being abandoned. This, he said, would

ensure proper care for these animals and help prevent accidents caused by stray animals roaming the streets.

Dr. Aggarwal also asked the Dairy Development Department and Milkfed to play an active role in this

awareness campaign so that a maximum number of animal owners can be educated about this matter. He

further emphasized the need to involve animal owners in SPCA activities.

While reviewing the Animal Birth Control (ABC) Program, the Deputy Commissioner instructed

Municipal Corporation officials to carry out dog sterilization work on a ward-wise basis and send regular reports related to the same.

He also gathered information regarding the procurement of ambulances for the care of sick and injured

animals. Municipal Corporation officials informed him that one ambulance is currently available with the Corporation, while the process for purchasing a second one is underway.

Dr. Aggarwal directed the Executive Officer of Adampur to identify a suitable site by July 15 in the subdivision for constructing a dog pound, where sterilized dogs can be kept afterward.

He further instructed all Municipal Councils and Municipal Corporation officials to collect the cow cess

from their respective jurisdictions and deposit it in a timely manner, so that these funds can be used for the care and welfare of cows in gaushalas.

Additionally, he directed that the cow cess imposed by the Punjab Government on petrol pumps, marriage

palaces, cement shops, vehicle agencies, and other business establishments or commodities must be fully collected.
